I think we've all done projects with Hershey's Nuggets at one time or another. Most of the time I've done that, I've used decorated mailing labels to cover the nuggets. On my Christmas Layer Cake project I used pattern paper.
Supplies needed for this project:
30 Hershey's Nugget Candies
6 sheets patterned paper - 5" x 2 3/4"
3 Straws
Hole punch
3" x 12" White Cardboard
4 patterned paper circles - 6", 4 1/2", 3 3/4" and 3"
6 1/2" card stock circle mat
5 Cardboard circles in same dimensions
Adhesives (Xyron & Scor-Tape)
Inks/Stamps as desired

White glue (for toppers)
Ribbon
Run the five sheets of patterned paper through the Xyron machine to get the adhesive onto the back.
Cut each sheet of patterned paper into five strips - 1" x 2 3/4".
Wrap each Nugget in a strip of patterned paper and set aside to use later.
I had decided to reinforce each of my panels for more stability.
Adhere the 6 1/2" card stock circle to the 6 1/2" white cardboard circle and then adhere the 6" patterned paper circle on top. This will form the base of the cake.
Repeat the process by adhering the remaining patterned paper circles to the cardboard circles.
Cut the 3" x 12" cardboard strip into three pieces.
Two of the strips are 1" x 12". The third one should be trimmed to 1" x 11".
Apply Scor-Tape to the three strips of cardboard. I used 5/8" tape.
Adhere 12 decorated nuggets to one of the 12" strips, ensuring that the nuggets are snugly placed next to each other.
Form a circle by adhering the ends of the strip together.
Adhere remaining nuggets to the other two strips
-- 10 nuggets on the other 1" x 12" strip and 8 nuggets on the 1" x 11" strip.
As before, form the two remaining strips into circles. At this point you can bend the cardboard strips to form more symmetrical circles.
Place small pieces of Scor-Tape on the bottom of each nugget.
Attach ring to cake base.
Attach Scor-Tape to bottom of 4 1/2" circle.
Adhere 4 1/2" circle on top of ring of nuggets.
Apply tape to the other two rings of nuggets.
Proceed as before, continuing to build cake.
Punch three holes in 3" circle. These will support the toppers.
Adhere Scor-Tape to the top layer and attach to the top of the cake.
Make three toppers as desired. I used the Santa and the sentiment "HO" from MFP Stamp Shop set Holiday Tags. The "Merry Christmas" is from MFP Stamp Shop set 'Tis the Season.
Place the toppers into the holes in the top layer. If necessary, adjust the length of the straws.
Add ribbon or other embellishments as desired.
